Zenaida Rodriguez

Zenaida is the executive director for the Regional Alliance for Small Contractors (RASC). She oversees the organization’s executive functions, to include fundraising, capacity building training programs, project management and interfacing with its board of directors and community leaders. 

Prior to RASC, she was a Deputy Chief Diversity Officer for the Department of Diversity and Civil
Rights at the Metropolitan Transportation Authority. In this capacity, she was responsible for leading the
following units: DBE Certification Program, Operations, Reporting, and the Business and Diversity Initiatives Unit. With a tenure of over 20 years at the MTA, Ms. Rodriguez was instrumental to the MWDBE and SDVOB firms and their access to procurement opportunities by bridging the gap between community events, programs, and the MTA. Through her coordinated outreach efforts in the areas of recruitment and development of qualified minority firms, the MTA has maintained a high level of participation on the part of MWDBEs.

Her experience also includes human resources management and workforce diversity in the areas of
promoting a diverse and inclusive workforce of qualified employees throughout the MTA. Ms. Rodriguez
continues to maintain the role of Chair of the Competitive Edge Conference Committee, a committee of city and state agencies that share best practices through outreach efforts. She holds a bachelor’s degree in business administration and a master’s degree in public administration and public affairs from Metropolitan College.
